The Greenbook Initiative Final Evaluation Report

The Greenbook national evaluation results are presented in three reports. The Greenbook Demonstration Initiative: Process Evaluation Report: Phase 1 focused on the planning and goal setting phase of the Greenbook initiative in the sites. The Greenbook Demonstration Initiative: Interim Evaluation Report discussed work at the midpoint of the initiative, when the communities had moved from planning to implementation. This final evaluation report assesses the extent to which the Greenbook implementation activities facilitated cross-system and within system change and practice in the child welfare agencies, dependency courts, and domestic violence service providers. In addition to these evaluation reports, a special issue of the Journal of Interpersonal Violence will present Greenbook initiative national evaluation findings for a wide research- and policy-oriented audience (Edleson & Malik, in press). Domestic Violence and Child Welfare Reform:
A Three-Part Teleconference Series

During the Fall of 2007, the Child Welfare League of America, Family Violence Prevention Fund, and the National Council of Juvenile and Family Court Judges hosted a three-part teleconference series entitled, Domestic Violence and Child Welfare Reform (series). The series included presentations from experienced faculty on critical issues related to the overlap of domestic violence and child maltreatment cases. Topics addressed included lessons learned from the national Greenbook Initiative, emerging research on childhood exposure to violence, and innovative policy and practice. This series was offered at no cost and supported by the Office on Violence Against Women and the Department of Health and Human Services.

I. The Heart Mind and Soul of the Greenbook Initiative

Focused on the real lives of survivors and their children who were involved in the child protection system, data and strategic thinking that was behind the creation of the initiative, and the overall operation of the demonstration sites. Participants benefited from the knowledge and experience from nationally respected experts as they shared the challenges, successes and lessons learned in undertaking such reform efforts.
Presenters: Sharwline Nicholson; Susan Schechter, Leadership Development Fellow; Jeffrey L. Edleson, PhD, Professor at the University of Minnesota School of Social Work and Director of the Minnesota Center Against Violence and Abuse; Ruth Houtte, M.A, Former Project Director of Grafton County, New Hampshire Greenbook Initiative, and currently the District Director for the Department for Children and Families, Family Services Division in St. Johnsbury, Vermont.

II. Leadership Development and Effective Strategies to Create Systems Change through Collaboration

Focused on engaging child welfare agencies to take leadership in building collaborative partnerships across systems and how such collaboration can enhance reform efforts around the issue of domestic violence. Presenters shared successes and challenges faced in undertaking such collaboratives and discussed promising strategies to overcome obstacles. Topics discussed included promising leadership strategies, relationship building, addressing racial disproportionality, and organizing communities. Participants heard first hand the perspectives and experiences of child welfare, domestic violence agencies, and the court system on the philosophical and logistical implications of collaboration and coordination to improve services for families experiencing domestic violence and child maltreatment.
Presenters: Isa Woldeguiorguis, Former Assistant Commissioner for Practice and Policy at the Massachusetts Department of Social Services; Katherine Lucero, Superior Court Judge Santa Clara County; Alisa Del Tufo, Activist and Advocate.

III. Innovative Policy and Practice to Enhance Service Delivery

Focused on providing child welfare agency staff with innovative strategies for increasing safety and accountability for families experiencing domestic violence through policy and practice implementation. Topics included family engagement (mothers, children, and fathers), risk and safety assessment tools, family group meetings, structured decision making tools, service planning, batterer accountability, and meeting the needs of all family members. Participants gained knowledge on how to incorporate new policy and practice into their daily work to improve outcomes for families.
